You can select a dweller or soldier, it will give you a choice of equipment. After clicking, you can see different objects that you have been collecting. By selecting one you will see the blueprints symbol and by pressing it you can choose to make it that resource.

Keep in mind that it is an action that you cannot undo, so choose carefully the objects that you will use and then create new objects in the outfit workshop.
